随着海洋经济活动规模的空前增长和人们对海洋环境保护的日益重视，海洋可持续发展已成为世界关注的核心议题。2017年第72届联大通过决议，宣布2021年至2030年为“海洋科学促进可持续发展十年”。中国自“九五”以来，出台了一系列相关政策文件。2009年，中国环境与发展国际合作委员会（国合会）将海洋纳入政策建议研究范畴，至今已开展4期海洋专题政策研究项目，近百位中外学者参与，为国家提出多项海洋经济发展与环境保护相关政策建议。
With the unprecedented growth of ocean economy and increasing global attention to marine environmental protection, sustainable development of ocean is on the top of international agenda. In 2017, the 72nd session of the United Nations General Assembly declared 2021-2030 as “the United Nations Decade of Ocean Science for Sustainable Development”. Since the ninth Five-Year Plan, China issued a series of policy documents on ocean economy. In 2009, the China Council for International Cooperation on Environment and Development brought ocean into its policy study and has carried out 4 projects, where nearly 100 national and international experts have joined, and have made a number of policy recommendations on the development of ocean economy and environmental protection for China.
